Fees

Permit

Lps. 750.00 for the Permiso Zoosanitario de Importación, which is needed only for three or more animals, plus two Colegio Médico Veterinario timbres at Lps. 10.00 each. The gazetted tariff confirms the figure at item 1.1.2, "Mascotas: De 3 en adelante — 750". Nothing is charged for a permit for one or two animals because no permit exists for them.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[72]

Inspection

THE FIGURE MOST CRUISERS WILL PAY. Lps. 525.00 for one or two pets, from the gazetted tariff item 4.4.1, "De 1 a 2 mascotas", under heading 4.4 "Inspección de Mascotas (perros y gatos) en el puesto de la aduana de ingreso" — inspection of pets at the customs post of entry — with item 4.4.2 adding Lps. 260.00 for each additional pet. SENASA's 2023 instructivo independently repeats the same amount and adds a protection worth using: the quarantine officer "hace un cobro de Lps. 525.00 y extiende un recibo que está obligado a entregar al propietario o encargado de la mascota" — charges Lps. 525.00 and issues a receipt WHICH THE OFFICER IS OBLIGED TO HAND OVER. Two independent SENASA sources agreeing on the figure is the strongest fee evidence on this page. Insist on the receipt.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[72]

After hours

No out-of-hours or overtime rate for animal inspection appears in the 2019 tariff or anywhere else, and no figure is invented here.confidence: Unknown. Not located in any source yet.

Other

TWO VESSEL-LEVEL CHARGES IN THE SAME TARIFF SECTION MAY REACH A YACHT, AND THEY ARE NOT PET FEES — do not confuse them with the Lps. 525.00 above. Item 4.1, inspection of holds, stores, waste areas and galleys of vessels in national waters or berthed in port, Lps. 830.00. Item 4.2, "Inspección de Lanchas que ingresan al país" — inspection of small craft entering the country — Lps. 340.00. Whether either is applied to a cruising yacht in practice is not stated, and neither is triggered by having an animal aboard. Beyond these, all costs of quarantine, conditioning, slaughter or destruction fall on the traveller under Acuerdo 331-2009 condition III.6, with no amounts published, and the private veterinarian's charge for a ten-day fiduciary quarantine is not priced by SENASA at all.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[71]

DO NOT USE THE FIGURE PRINTED IN THE 2009 ACUERDO. Its item V.4 gives the cost of the quarantine officer's inspection as L.250.00. That is superseded by the gazetted 2019 tariff, which sets Lps. 525.00, and by SENASA's own 2023 instructivo, which repeats Lps. 525.00. The 2009 Acuerdo remains operative for everything else on this page; only its fee is stale. SEPARATELY, IGNORE THE DOLLAR FIGURES ON TRAVEL SITES: a Roatán visitor guide quotes a US$50 pet inspection fee, which does not correspond to Lps. 525.00 at any recent exchange rate, and it is not recorded here. Nothing states which currency or payment method is accepted at the dock; the permit route is paid by online banking as a TGR1, but no such mechanism is described for the arrival inspection.[1729]

Timeline

  1. 4 weeks before arrivalHave the US rabies certification form endorsed before you sailGetting home again — a rule of where you sail from, not Honduras's (Leaving from the United States) · See it on the departure countdown

ONLY NEEDED IF your route touches a country CDC treats as high risk for dog rabies — and it cannot be arranged once you have left. CDC readmits a US-vaccinated dog from a high-risk country on a Certification of U.S.-issued Rabies Vaccination form, and "The form must be submitted to USDA and endorsed BEFORE the dog leaves the United States". "USDA endorsement of the form may take several weeks", so this is the step to start first. WITHOUT IT, YOUR DOG CANNOT COME HOME ON THE BOAT. It falls under the rules for foreign-vaccinated dogs from a high-risk country, and those close every seaport: such a dog "Can only enter at a U.S. airport with a CDC-registered animal care facility where the dog has a reservation". Land borders are closed to it as well. The only sea exception is a qualifying service dog with a titer, travelling with the person it assists. The alternative CDC used to accept — a USDA-endorsed export health certificate — covers only certificates issued "no later than July 31, 2025", so it is closed to anyone arranging travel now. Eight destinations on this site are on CDC's high-risk list — Belize, Colombia, the Dominican Republic, Guatemala, Guyana, Honduras, Suriname and Venezuela — and the Dominican Republic is the one most likely to catch an eastern-Caribbean itinerary. The Bahamas, Turks & Caicos and the BVI are not on it.

  2. ArrivalPresent the certificate; clear the animal before going ashore.

On arrival & aboard

Advance notice
NONE IS REQUIRED FOR ONE OR TWO ANIMALS — there is no notification, no pre-registration and no filing before arrival. SENASA's instructivo says the owner "solo necesita presentar lo siguiente al llegar al país": the exporting country's veterinary certificate, the vaccination card with current vaccines, and then "Reportarse con la autoridad cuarentenaria (Cuarentena) en la aduana de ingreso, ya sea esta terrestre, aérea o marítima" — report to the quarantine authority at the customs post of entry, whether land, air or MARITIME. "Solo ... al llegar" is what carries the absence: the instructivo bounds the whole obligation to arrival rather than merely failing to mention a pre-arrival step. FOR THREE OR MORE ANIMALS the permit must be obtained before arrival through SENASA's Plataforma de Importaciones. ONE ADVANCE STEP BINDS EVERYONE, INCLUDING A SINGLE-ANIMAL BOAT: both species requirement sheets demand the Certificado Veterinario Internacional de Exportación "en original" and list among its required data "k) Aduana de ingreso" — the Honduran customs post of entry — so the port has to be nominated abroad before departure. Nothing published says what happens when weather sends you somewhere else.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[234]

Out of hours
Nothing is published about out-of-hours clearance of an ANIMAL — no notice requirement, no procedure and no statement that it is possible at all. The 2019 tariff's pet line (4.4, "Inspección de Mascotas(perros y gatos) en el puesto de la aduana de ingreso", Lps. 525.00 for one or two) carries no overtime rate. The tariff is not silent about out-of-hours work in general: it provides that "Las Empresas deberán pagar el recargo que conforme a la ley laboral corresponda a los empleados del SENASA ... por los servicios prestados en días inhábiles, feriados, horarios nocturnos o mixtos y horas extraordinarias" — but that bullet sits in the food-safety chapter, is addressed to companies, and names no amount a private traveller could budget for. For a yacht this compounds the port question below: an arrival at a small Bay Islands port on a weekend may simply have to wait, and no source says whether the animal stays aboard meanwhile.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[7]
At the dock
THE BAY ISLANDS QUESTION, ANSWERED AS HONESTLY AS THE SOURCES ALLOW — AND THE ANSWER IS MOSTLY SILENCE. NO HONDURAN SOURCE RETRIEVED FOR THIS FILE NAMES A SINGLE PORT, AIRPORT OR CUSTOMS POST IN AN ANIMAL CONTEXT. Not Roatán, not Guanaja, not Utila, not Puerto Cortés, La Ceiba, Trujillo or Puerto Castilla. That is why this section carries no approved_ports list: populating one from a general customs or yacht-clearance list would invent a fact, since a port being open to vessels or to cargo says nothing about whether a quarantine officer is there to inspect a dog. WHAT THE RULES SAY INSTEAD IS STRUCTURAL. Acuerdo 331-2009 condition II.2 sends the traveller to the quarantine officer "ubicados en los lugares oficialmente establecidos de conformidad con el artículo 53 del Reglamento de Cuarentena" — located at the places officially established under article 53 of the Quarantine Regulation. THAT CROSS-REFERENCE IS NOW DANGLING: in the Reglamento de Cuarentena Agropecuaria as updated in November 2022, article 53 is about who may serve as a quarantine officer, not about where. The places are now governed by articles 24 to 26, which give the Dirección Técnica de Cuarentena Agropecuaria the power to determine the Puestos de Control Cuarentenario, restrict imports to those places, and — article 26 — "publicará y actualizará, los puestos de control cuarentenarios autorizados", SHALL PUBLISH AND KEEP UPDATED the authorised quarantine control posts. That published list could not be found. It is not on SENASA's Cuarentena Agropecuaria pages, its contact page or its document library. So the regulation requires a list to exist in public, and the public cannot find it; the honest conclusion is that a cruiser cannot presently determine from official sources whether Roatán, Guanaja or Utila is an authorised post for animals. WHAT NON-OFFICIAL SOURCES SUGGEST, CLEARLY LABELLED AS SUCH: a Roatán visitor guide describes arriving passengers being directed after immigration to a Honduran agriculture office on the island, which then calls a veterinarian to inspect the pet — which if accurate would mean Roatán can clear an animal without a trip to the mainland. That is a commercial travel site describing ARRIVAL BY AIR at Roatán's airport, it does not mention SENASA by name, and it is not corroborated by anything official; it is recorded here as a lead worth testing, not as a fact. The leading cruising reference's entire Honduras pets entry reads, in full, "Animals must be declared to customs" — one sentence, naming no authority and no procedure, which is itself evidence of how thinly this ground is covered. For yacht clearance generally that same reference lists Roatán (Coxen Hole), Guanaja and Utila as ports of entry alongside Puerto Cortés, La Ceiba, Puerto Castilla, Puerto Lempira, Cayos Cochinos and the Swan Islands — but those are PORT CAPTAIN AND IMMIGRATION entry points, and none of them is asserted anywhere to have an agricultural quarantine officer. Do not conflate the two. Ask before you commit to a landfall.

Quarantine

Quarantine
None requiredconfidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
Duration
10 days (A MINIMUM, and it applies only to the non-compliant or permit-route animal, never to one that arrives in order. Acuerdo 331-2009 condition III.5 requires the veterinarian to "realice una cuarentena fiduciaria mínimo por 10 días" — carry out a fiduciary quarantine of at least ten days. Condition III.7 imposes the same ten-day minimum on anyone importing dogs or cats "con fines comerciales". Nothing states what ends it, what extends it, or who signs it off beyond the veterinarian's own Constancia.)confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
Where it is served

"CUARENTENA FIDUCIARIA" — quarantine on trust, supervised by a private colegiado veterinarian rather than served in a government facility, which is why no official quarantine station is named. SENASA's 2023 instructivo says where it happens, for the permit route: the veterinarian "realizará la cuarentena de los animales en casa de su propietario" — will carry out the quarantine of the animals AT THE OWNER'S HOME. For a liveaboard arriving in Roatán there is no house. Whether a yacht at anchor or in a marina berth can be the "casa", whether the vessel may move during the ten days, who attends to verify, and what an itinerant owner does at all, is addressed nowhere in the Acuerdo, the instructivo or either requirement sheet. This is the single most consequential gap on this file, and it bites precisely in the scenario the sea limb was written to accommodate.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[21]

What it costs, and who pays

Borne by the traveller, comprehensively. Acuerdo 331-2009 condition III.6: "Los gastos que se generen para dar cumplimiento a los requisitos de importación y/o acondicionamiento, sacrificio, destrucción o cuarentena, serán sufragados por el interesado." — the costs arising from complying with the import requirements, and from conditioning, SLAUGHTER, DESTRUCTION or quarantine, are met by the interested party. No schedule of amounts is published for any of it, and the private veterinarian's fee for the ten-day fiduciary quarantine is a commercial arrangement SENASA does not price.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]

If your papers are not in order

THE PROVISION A BOAT IS MOST LIKELY TO MEET, AND THE MOST IMPORTANT TEXT ON THIS PAGE. Acuerdo 331-2009 treats the imperfectly documented animal differently according to HOW IT ARRIVED. Condition III.4, land posts: "La mascota aparentemente sana, que no cumple con los requisitos correspondientes en los puestos terrestres, se denegará el ingreso de la misma, hasta que su propietario presente la documentación correspondiente." — an apparently healthy pet that does not meet the requirements at LAND posts is refused entry until its owner presents the corresponding documentation. — an apparently healthy pet WITHOUT the sanitary documentation that is entering national territory BY AIR OR SEA will be allowed in once a colegiado veterinarian in good standing issues a veterinary health certificate for the animal and carries out a fiduciary quarantine of at least ten days, for which the veterinarian must issue and hand to the SEPA officer a Constancia de Cuarentena Fiduciaria on the form held for the purpose by the Colegio de Médicos Veterinarios de Honduras. A YACHT IS ON THE SECOND LIMB. Note the two conditions inside it: the animal must be APPARENTLY HEALTHY, and a Honduran veterinarian must be willing to take it on — in the Bay Islands that is a question of who is actually available. An animal judged to be a sanitary risk gets neither limb: condition III.3, "En caso de que el animal sea de riesgo sanitario, no se permitirá el ingreso del mismo al territorio nacional." The same fiduciary quarantine is also the price of the three-or- more-animal permit route, where SENASA requires the Constancia up front as an attachment to the application rather than as a remedy on arrival.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]

Open questions

High priority

  1. HIGH PRIORITY — CAN A YACHT BE THE PLACE OF A CUARENTENA FIDUCIARIA? The documented consequence of arriving by sea without sanitary documentation is entry conditional on a colegiado veterinarian's certificate and a quarantine of at least ten days. Condition III.5 does NOT say where that quarantine happens. The phrase "en casa de su propietario" — at the owner's home — comes from §2.3 of the instructivo, which governs the permit route for three or more animals, so it is the nearest analogue rather than a rule stated for a sea arrival. That cuts both ways: nothing confines a sea-arrival quarantine to a house, and nothing authorises a boat either. A liveaboard has no house. Establish whether a vessel at anchor or in a berth qualifies, whether the boat may move during the ten days, who supervises, what the private veterinarian charges, and — the practical question in the Bay Islands — whether a colegiado veterinarian is available on the island at all to take the animal on. Without a willing vet the lenient limb does not operate.
  2. HIGH PRIORITY — THE CERTIFICATE MUST NAME THE "ADUANA DE INGRESO" BEFORE YOU SAIL. Both requirement sheets make the Honduran customs post of entry a mandatory field on a certificate signed abroad by the exporting country's competent authority. Ask SENASA what happens when weather, damage or a change of plan puts the vessel into a different port from the one named — whether the certificate is still accepted, whether it can be amended en route, and whether naming a region or several alternative ports is permitted. This is a routine occurrence for a sailing vessel and an exceptional one for the air freight the form was designed around.
  3. HIGH PRIORITY — NO CERTIFICATE VALIDITY WINDOW IS PUBLISHED. Acuerdo 331-2009 requires a certificate that is "vigente" and never defines the word in days; neither requirement sheet dates the certificate. The ten-day figure asserted by commercial sites has no Honduran source. Ask SENASA what "vigente" means in days, whether it is counted to embarkation or to arrival, and how a passage of two or three weeks is treated. Do not read the silence as freedom — an officer's discretion is the operative standard, and it is unpublished.

Also open

  1. HIGHEST PRIORITY FOR THIS AUDIENCE — CAN AN ANIMAL BE CLEARED IN THE BAY ISLANDS AT ALL? No Honduran source retrieved names Roatán, Guanaja or Utila, or any mainland port, in an ANIMAL context. Article 26 of the 2022 Reglamento de Cuarentena Agropecuaria requires the Dirección Técnica de Cuarentena Agropecuaria to publish and keep updated the authorised Puestos de Control Cuarentenario, and that published list could not be found on SENASA's site or anywhere else. Ask SENASA directly for the current list, and specifically whether a quarantine officer is stationed on Roatán, in Guanaja and in Utila, whether one can be summoned to a vessel or a marina, and whether an animal arriving in the Bay Islands must be taken to the mainland to be cleared. Until that is answered a cruiser cannot plan a landfall with an animal aboard with any confidence.
  2. TWO OFFICIAL DOCUMENTS CONFLICT ON THE RABIES AGE, recorded here as `conflicting`. Acuerdo 331-2009 requires rabies of animals over THREE months; SENASA's 2023 requirement sheets say FOUR months and onward. Confirm which SENASA inspectors apply, and whether the 2023 sheets were intended to modify the gazetted Acuerdo or merely restate it loosely. The practical hedge is to vaccinate before three months' age is reached, which satisfies both.
  3. THE SAME TWO DOCUMENTS CONFLICT ON THE ANTIPARASITIC WINDOW — fifteen days before export in the 2023 sheets, "preferentemente" thirty days before embarkation in the 2009 Acuerdo — and the 2023 wording ("con 15 días de anticipación a la exportación") is ambiguous as to whether fifteen days is a MINIMUM lead time or a MAXIMUM age. Confirm the intended reading and the governing figure.
  4. ACUERDO 331-2009's CROSS-REFERENCE IS BROKEN. It sends travellers to quarantine officers at places established "de conformidad con el artículo 53 del Reglamento de Cuarentena", but in the Reglamento as updated in November 2022 article 53 governs the QUALIFICATIONS of quarantine officers, not the locations; the locations are now articles 24 to 26. Confirm that Acuerdo 331-2009 is still in force even though the Reglamento it points at was replaced in 2022, and obtain a Honduran-hosted copy — the only reproduction found for this file is a clipped scan hosted by SENASA COSTA RICA, and the clipped portion covers part of the certificate-content and records provisions, items IV.4 to V.4.
  5. THE THREE-ANIMAL THRESHOLD IS DEFINED TWO WAYS. The 2019 tariff and the 2023 instructivo make the import permit turn on a head count of three or more; Acuerdo 331-2009 condition III.7 attaches it instead to "fines comerciales", commercial purposes. A cruising family with three pets is over the count and plainly not commercial. Confirm which test governs, and whether the three-or-more route really does force a ten-day fiduciary quarantine on animals whose paperwork is perfect — as the requirement for a Constancia de Cuarentena Fiduciaria among the permit attachments implies.
  6. NO BREED RESTRICTION WAS FOUND, and this is an absence rather than a finding. No Honduran agricultural instrument retrieved mentions breeds at all, and no police or municipal dangerous-dog statute was located. Establish whether any breed prohibition exists in Honduran law before arriving with a bull-type dog; in this region such bans commonly sit outside the agricultural rules where they would never be found by reading SENASA.
  7. NOTHING ADDRESSES AN ANIMAL THAT STAYS ABOARD AND NEVER LANDS, so no transit section is authored here. Acuerdo 331-2009 governs the import of pets as tourists' baggage, and the 2022 Reglamento's transit articles 50 to 52 govern consignments and merchandise moving through the country, not a pet that remains on a vessel. Ask SENASA whether a yacht clearing in with an animal that never goes ashore is importing, is in transit, or is neither, and whether the arrival inspection and its Lps. 525.00 charge apply to an animal that is never landed.

What it costs

NO PERMIT AND NO PERMIT FEE FOR ONE OR TWO ANIMALS — SENASA's instructivo is explicit: "Cuando la importación es solo de 1 o 2 mascotas a la vez, no se requiere el Permiso Zoosanitario de Importación." What one or two animals pay is the arrival inspection charge, not a permit fee; see the fees section. FOR THREE OR MORE the permit is required and costs Lps. 750.00, paid as a TGR1 through online banking to the Servicio Nacional de Sanidad e Inocuidad Agroalimentaria, plus two Colegio Médico Veterinario stamps (timbres) of Lps. 10.00 each bought at any bank in that Colegio's name. The TGR1 is generated first on the SENASA website, then the applicant files the Solicitud de Permiso Zoosanitario de Importación on SENASA's Plataforma de Importaciones, attaching the exporting country's veterinary certificate, the vaccination card and a Constancia de Cuarentena Fiduciaria from a private colegiado veterinarian who will carry out the quarantine at the owner's home. SENASA says a technician reviews and approves it through the platform and the permit reaches the applicant's email "en instantes" — within moments. No processing time in days and no validity period are published, which is why neither is recorded as a value here. The exact URL of the Plataforma de Importaciones is not given in the instructivo, which names only www.senasa.gob.hn, so no application_url is recorded rather than guessed.confidence: Inferred. Rabies

Vaccination
Requiredconfidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[134]
Min. age at vaccination
90 days (TWO OFFICIAL HONDURAN DOCUMENTS DISAGREE, AND THE FIGURE RECORDED IS THE EARLIER AND LOWER ONE. Acuerdo 331-2009, item IV.3, requires rabies of "animales mayores de 3 meses" — animals older than THREE months — for both dogs and cats. SENASA's 2023 requirement sheets instead say "perros adultos y cachorros de 4 meses en adelante" and "gatos en edades de 4 meses en adelante" — adult dogs and puppies, and cats, from FOUR months onward. One month apart, on the single vaccine that matters most, with no repeal or reconciliation published. Both are SENASA/SAG instruments and the 2009 one is the gazetted Acuerdo the 2023 sheets themselves cite. This is an age at which the rabies REQUIREMENT ATTACHES, not a waiting period and not a minimum age to enter the country — an animal below it enters without rabies, on a card matching its age, under condition III.8. An animal between three and four months is in the disputed band: vaccinate it and you satisfy both readings, so there is a free answer here and it is to vaccinate.)confidence: Conflicting. Sources disagree — verify before you rely on it.[134]
Min. before travel
NO POST-VACCINATION WAITING PERIOD IS PUBLISHED, and it was looked for. Neither Acuerdo 331-2009 nor either requirement sheet imposes an interval between the rabies vaccination and departure or arrival, and neither distinguishes a first vaccination from a booster. The widely-repeated twenty-one days is commercial — PetTravel says rabies vaccination "between 21 days and 12 months prior to entering Honduras" — and has no Honduran counterpart. The nearest official statement is Acuerdo 331-2009 item IV.3, which asks that the animal be vaccinated "PREFERENTEMENTE 30 días previos a la fecha de embarque" — PREFERABLY 30 days before the embarkation date. "Preferentemente" is a preference, not a bar, and it covers the whole vaccine list rather than rabies alone, so it is not recorded as a waiting period. Absence of a stated interval is not an exemption: a rabies vaccine given the day before sailing is still a vaccine SENASA can question.confidence: Unknown. Not located in any source yet.[110]
Max. before travel
NO OUTER LIMIT IS PUBLISHED. What both requirement sheets impose is a currency test rather than a ceiling: the vaccination card must carry the record of the vaccines applied, "las cuales deben estar vigentes a la llegada de la mascota al país" — which must be CURRENT ON THE ANIMAL'S ARRIVAL in the country. The vaccine's own stated validity therefore governs, and nothing caps it in months or years. On the face of that text a three-year rabies vaccine still inside its validity qualifies, but that reading is not confirmed anywhere and the twelve-month ceiling asserted by commercial sites is not Honduran. Note the counting point that does matter to a boat: currency is tested ON ARRIVAL, so it is the landfall date, not the departure date, that must fall inside the vaccine's validity.confidence: Unknown. Not located in any source yet.[3]
Boosters, and what the certificate must show

The vaccination card, not the certificate, is the governing document for vaccines, and Acuerdo 331-2009 item IV.1 says what it must show: "Se deberá hacer constar en cada caso la fecha de la inmunización, tipo y marca del producto utilizado" — in each case the date of immunisation, the type and the brand of the product used must be recorded. The feline sheet adds that the card must contain the record of the vaccines applied "en orden" — in order. A bare "rabies, in date" line will not satisfy that. No approved vaccine type, manufacturer or registration list is named, no inactivated vaccine is specified, and nothing distinguishes a primary course from a booster. Nothing addresses an animal from a country that does not vaccinate against rabies, and no titre substitutes for the vaccine.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[14]

Rabies titer test

A blood test that measures rabies antibodies, to show the vaccination actually took. The sample has to be drawn a set time after the jab, and some places then make you wait months more before the animal may land — so this is the requirement most worth checking before you plan a route, not after.

Blood titer
Not yet documentedconfidence: Unknown. Not located in any source yet.
Required level
No rabies antibody titre is mentioned anywhere in the Honduran material — not in Acuerdo 331-2009, not in either requirement sheet, not in the 2023 instructivo. No threshold, no approved laboratory, no waiting period after a blood draw. That silence is recorded as silence rather than as an exemption, and it is graded `unknown` for that reason. One planning point pushes the other way and is worth acting on: several destinations a boat may reach after Honduras — the EU and the UK among them — require a titre drawn before departure with a waiting period that starts at the draw. Honduras will not ask for one, so nobody in the chain will remind you. That is an onward-routing consideration documented on those jurisdictions' own pages, not a Honduran rule.confidence: Unknown. Not located in any source yet.

NO VALIDITY WINDOW IS PUBLISHED, AND THIS WAS SPECIFICALLY LOOKED FOR. Acuerdo 331-2009 asks for "el certificado médico veterinario de salud vigente, en original y copia" — a CURRENT veterinary health certificate, original and copy — and nowhere converts "vigente" into a number of days. Neither requirement sheet dates the certificate either; what they date is the antiparasitic treatment. The ten-day figure repeated by commercial pet-travel sites and by Roatán visitor guides has no counterpart in any Honduran official document retrieved for this file, and it is therefore not recorded as a Honduran rule. Treat this as an undefined edge rather than as freedom: "vigente" is an officer's judgement, and a certificate signed weeks before a long passage invites that judgement to go against you. The practical planning number is ten days because it is what the trade assumes, not because SENASA said so.confidence: Unknown. Not located in any source yet.[1]

Arriving by sea

THERE IS NO CLOCK TO BE EXCEEDED, SO THERE IS NOTHING FOR A PASSAGE TO BREAK — no certificate validity period in days is published at all, which is the reverse of the problem most of this dataset poses to a slow boat. What Honduras does have is something better and rarer: an express sea limb. Acuerdo 331-2009 brings arrival "por vía terrestre marítima o aérea" inside its own scope, and its condition III.5 gives animals arriving BY AIR OR SEA without sanitary documentation a route in — conditional on a Honduran colegiado veterinarian's certificate and a ten-day cuarentena fiduciaria — where condition III.4 gives an animal at a LAND post only refusal until the papers appear. A yacht is therefore on the favourable side of the only mode-of-arrival distinction the instrument draws. What is NOT addressed is the vaccination card, which both requirement sheets insist must be current "a la llegada de la mascota al país" — on arrival, not on departure. A booster that lapses mid-ocean lapses, and no sea allowance touches that.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[134]

What the certificate must say

From "REQUISITOS IMPORTACIÓN CANINOS (PERROS)" — the feline sheet is materially identical: "Certificado Veterinario Internacional de Exportación, en original, emitido por la Autoridad Competente del país exportador, conteniendo los siguientes datos: a) Nombre y dirección del exportador, b) Nombre y dirección del importador, c) Cantidad: N. de animales, d) Peso (kilogramos), e) Raza, f) Sexo, g) Edad, h) País de origen, i) País de procedencia, j) Aduana de salida, k) Aduana de ingreso, l) Nombre y Firma del Funcionario de la Autoridad Competente, m) Sello. CERTIFICACIONES: 1. — In English: an ORIGINAL International Veterinary Export Certificate issued by the COMPETENT AUTHORITY of the exporting country, stating the exporter's and importer's names and addresses, the number of animals, weight in kilograms, breed, sex, age, country of origin, country of provenance, the CUSTOMS POST OF DEPARTURE and the CUSTOMS POST OF ENTRY, and the name, signature and seal of the competent authority's officer; certifying that on clinical examination the animal was found healthy, free of symptoms of infectious disease, of tumours, of external parasites and of fresh or healing wounds; that it was treated against internal and external parasites 15 days before export, naming the date of administration, active principle, brand and batch number; and that it was vaccinated against the listed diseases. Note the phrase "con 15 días de anticipa la exportación" is a grammatical slip in SENASA's own document; the sense is plainly "15 days in advance of export".confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[34]

Parasite treatment

Internal

Treatment against internal parasites (endoparásitos) is required and must be certified. The canine sheet: "Fue tratado con medicamentos contra endo y ectoparásitos". The certificate must name the date of administration, the active principle, the commercial brand and the batch number. No product is named or approved, and no minimum efficacy or persistence is imposed.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[34]

External

Treatment against external parasites (ectoparásitos) on identical terms and in the same window — Honduras treats the two as a single requirement. The feline sheet spells out what the clinical examination must exclude: "sin ectoparásitos (ácaros, garrapatas, pulgas)" — free of mites, TICKS and FLEAS. That is an inspection standard as well as a treatment standard, and a boat dog that picked up ticks at the last landfall can fail it on the dock with perfect paperwork.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[34]

Timing

THE OFFICIAL SOURCES DISAGREE, AND THE DIFFERENCE IS FIFTEEN DAYS AGAINST THIRTY. SENASA's 2023 requirement sheets say the treatment must be given "15 días" before export — the canine sheet, "con 15 días de anticipa[ción a] la exportación"; the feline sheet, "desparasitados endo y ectoparásitos 15 (quince) días antes del embarque", fifteen days before shipment. Acuerdo 331-2009 item IV.2 instead says the card must show that the animals were treated against external and internal parasites "PREFERENTEMENTE en los 30 días previos a la fecha de embarque" — PREFERABLY within the 30 days before the embarkation date. Two differences, not one: the number, and the fact that the 2009 text is a preference while the 2023 sheets read as a requirement. Note also that both count to EMBARKATION rather than arrival, so unlike the vaccination card the treatment does not lapse on a long passage. The safe reading for a boat is to treat at fifteen days before sailing, which sits inside both windows.confidence: Conflicting. Sources disagree — verify before you rely on it.[341]

Read the fifteen-day figure carefully before assuming it means "no more than fifteen days ago". SENASA's phrasing is "con 15 días de anticipación a la exportación" — WITH fifteen days' anticipation OF export — which on its face reads as a minimum lead time rather than a maximum age, the opposite of how such windows usually work in this dataset. The feline sheet's "15 (quince) días antes del embarque" is equally capable of both readings. Nothing published disambiguates it, and an officer could apply either. Treating at or near fifteen days before departure satisfies both readings; treating on the morning you sail satisfies only one.[34]

Identification

Microchip
Not requiredconfidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[134]
Standard
None specified, because no electronic identification is required at all. No ISO 11784/11785 reference, no chip standard and no reader requirement appears in Acuerdo 331-2009, in either requirement sheet or in the 2023 instructivo.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1342]

NO MICROCHIP IS REQUIRED TO BRING A DOG OR CAT INTO HONDURAS. No Honduran document consulted here — the Acuerdo, either requirement sheet, the instructivo or the Reglamento — contains the word microchip, chip, or the ISO standards 11784 or 11785. Note the confusion risk, which is structural rather than something any source states: "SENASA" names two unrelated agencies in this dataset. Costa Rica's SENASA is the Servicio Nacional de Salud Animal; Honduras's is the Servicio Nacional de Sanidad e Inocuidad Agroalimentaria. Costa Rica's own position on chips is itself split — its operative instruction treats a chip as optional while a MAG release of December 2025 says it is mandatory; see the Costa Rica page — so a chip rule encountered under the name "SENASA" is at best Costa Rican and at worst a contested reading of Costa Rican text. Neither belongs to Honduras. What Honduran identification consists of is descriptive, carried on the exporting country's certificate: breed, sex, age, weight in kilograms, and under Acuerdo 331-2009 condition II.1 the passenger must ensure the documents MATCH the animal — "los documentos coincidan con los datos de su mascota como, edad, raza, color, sexo, otros, para evitar retrasos o rechazo de su solicitud" — age, breed, COLOUR, sex and other details, to avoid delay or rejection. A mismatch between a described animal and the animal presented is the documented failure mode here, where elsewhere it would be an unreadable chip. Two cautions all the same: chip your animal anyway, because almost every onward destination in this dataset does require one and satisfying Honduras will not satisfy the next border; and Honduras additionally records the OWNER, taking down the passport or travel document number and the traveller's address in Honduras under condition III.2.[13428]

An under-age kitten is therefore expressly contemplated as admissible; what it needs is a card matching its age, not a birthday. Other health requirements

Note
THREE PROVISIONS OF ACUERDO 331-2009 BELONG HERE AND ARE NOT GRADED AS ITEMS, because the only published version of that agreement is a scan with no text layer and nothing in it could be read for this pass. They are recorded as reported rather than as checked. Condition II.3 requires the quarantine officer to "efectuar una inspección de la salud del animal", carry out a health inspection of the animal, independently of the paperwork — which is separately supported by SENASA's instructivo, where the quarantine staff inspect the pet, and is graded at arrival_procedures.veterinary_inspection. Condition III.3 is reported to refuse entry outright to an animal found to be a sanitary risk; that is the one provision on this page with no readable source behind it, and it is the most serious, so it stays visible here rather than being dropped. Item IV.6 is reported to require animals to be placed in cages or boxes washed and disinfected before use; the passage sits in the clipped margin of the only available scan and is not quoted in full anywhere.
Dogs
  • ARRIVAL CONDITION IS A REAL HURDLE, NOT A FORMALITY. The Certificado Veterinario Internacional de Exportación must certify: "Al examen clínico por parte del Médico Veterinario, el animal fue encontrado sano, sin síntomas de enfermedades infectocontagiosas, tumoraciones, ectoparásitos y sin heridas frescas o en proceso de cicatrización" — found healthy on clinical examination, without symptoms of infectious or contagious disease, without tumours, without ectoparasites, and without fresh wounds or wounds in the process of healing. Four separate grounds on which an otherwise well-documented animal fails.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[3]
  • A MISSING VACCINE IS FIXABLE ON ARRIVAL — a remedy, not a refusal: "Si falta alguna de las vacunas arriba indicadas, el propietario de la mascota deberá buscar los servicios de un Médico Veterinario privado, colegiado en el goce de sus derechos, que le aplique la vacuna" — if one of the listed vaccines is missing, the owner must engage a private veterinarian, a member of the professional college in good standing, to administer it. The same observación then separates that case from the worse one: it is the MISSING EXPORT CERTIFICATE, not the missing vaccine, that puts the animal into fiduciary quarantine — see quarantine.conditional.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[3]
  • NO DISEASE TESTING OF ANY KIND is required — no serology, no rabies titre, no heartworm, leishmania, brucella or leukaemia test. Beyond the vaccination lists, the health requirements are the certificate, the antiparasitic treatment and the animal's condition on the day. This is an absence in the documents read, not a published exemption.confidence: Unknown. Not located in any source yet.
  • NO BREED RESTRICTION, PROHIBITION OR DANGEROUS-DOG LIST appears in any Honduran source retrieved for this file. That is a gap in the sources and not a finding that none exists: breed prohibitions in this region usually live in police or municipal law rather than in agricultural instruments, and no such statute was located for Honduras. Do not rely on the silence if you have a bull-type dog.confidence: Unknown. Not located in any source yet.

  • ARRIVAL CONDITION IS A REAL HURDLE, NOT A FORMALITY. The Certificado Veterinario Internacional de Exportación must certify: "Los animales fueron sometidos a exámen clínico por un Médico Veterinario y encontrados sanos, sin signos de enfermedades infectocontagiosas, sin ectoparásitos (ácaros, garrapatas, pulgas); sin tumoraciones ni heridas frescas o en proceso de cicatrización" — examined clinically and found healthy, without signs of infectious or contagious disease, without ectoparasites (mites, ticks, fleas), without tumours and without fresh or healing wounds. The feline sheet names the ectoparasites where the canine sheet does not; otherwise the standard is the same.confidence: Inferred.
