Fees

Inspection

A keurloon (inspection fee) is payable after the keuring: "Na de keuring dient het keurloon betaald te worden." No amount is published in the procedure.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]

Payment is made as soon as possible after the "invoer - keuringscertificaat" is issued, or after approval is noted on the veterinary import permit, either at the cash desk of the Onderdirectoraat Veeteelt LVV or by transfer to the Ministry's account at the Centrale Bank van Suriname (the account number is given in the procedure). For a bank transfer, proof of payment must be delivered to the Secretariat of the Onderdirecteur Veeteelt. A further application from the same party "worden slechts behandeld indien is voldaan aan bovengenoemde betalingsverplichting" — will only be dealt with once that payment obligation has been met, so an unpaid fee blocks the next permit.[1]

No permit application fee is stated anywhere. The LVV procedure prints no monetary amount of any kind — not for the import permit, not for the keuring — so the absence is a gap in the record rather than a statement that the permit is free.[1]

ONLY NEEDED IF your route touches a country CDC treats as high risk for dog rabies — and it cannot be arranged once you have left. CDC readmits a US-vaccinated dog from a high-risk country on a Certification of U.S.-issued Rabies Vaccination form, and "The form must be submitted to USDA and endorsed BEFORE the dog leaves the United States". "USDA endorsement of the form may take several weeks", so this is the step to start first. WITHOUT IT, YOUR DOG CANNOT COME HOME ON THE BOAT. It falls under the rules for foreign-vaccinated dogs from a high-risk country, and those close every seaport: such a dog "Can only enter at a U.S. airport with a CDC-registered animal care facility where the dog has a reservation". Land borders are closed to it as well. The only sea exception is a qualifying service dog with a titer, travelling with the person it assists. The alternative CDC used to accept — a USDA-endorsed export health certificate — covers only certificates issued "no later than July 31, 2025", so it is closed to anyone arranging travel now. Eight destinations on this site are on CDC's high-risk list — Belize, Colombia, the Dominican Republic, Guatemala, Guyana, Honduras, Suriname and Venezuela — and the Dominican Republic is the one most likely to catch an eastern-Caribbean itinerary. The Bahamas, Turks & Caicos and the BVI are not on it.

On arrival & aboard

Advance notice
"Tenminste 72 uren voor de aankomst van de dieren of producten in Suriname moet de Veterinaire Inspectie worden verwittigd waarna de veterinaire keuring plaatsvindt." At least 72 hours before the arrival of the animals or products in Suriname the Veterinary Inspection must be notified, after which the veterinary inspection takes place. The clause is written against arrival in Suriname, not against import, so it reaches an animal in transit as well. No notification channel, form or address is given for it.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]

At the dock
For live animals the procedure specifies "controle van de documenten en inspectie van de dieren op de lucht- of zeehaven" — document control and inspection of the animals at the AIR OR SEA PORT — by or on behalf of the Head of the Veterinary Inspection. Sea arrival is therefore squarely contemplated, which is unusual in this dataset. Everything else about the port procedure, though, is written for freight: containers stripped at a depot, seals applied by the Dienst Douane, a "fiat transport document" releasing a container from the harbour. Nothing addresses a private yacht, no marina or port of entry is named, and there is no description of how an animal aboard a small boat is presented for the keuring. PetTravel states flatly that pets must enter via Johan Adolf Pengel (Zanderij) International Airport; that is a commercial site's claim, it conflicts with the Ministry's own mention of the zeehaven, and it is not adopted here. After the inspection the inspection fee falls due before the animal's paperwork is complete.

Quarantine

Quarantine
Requiredconfidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
Where it is served

A "vooraf tussen Veterinaire Inspectie en belanghebbende afgesproken quarantainelocatie" — a quarantine location agreed in advance between the Veterinary Inspection and the importer. No government facility is named and no address is given, so the location has to be arranged with the Veterinary Inspection before the animal arrives, as part of the permit process.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]

If your papers are not in order

After inspection and approval, the veterinary import permit is annotated, signed and stamped to state that the animals may be moved to the agreed quarantine location. "Gedurende de quarantaineperiode kunnen de dieren bij gebleken ziekte behandeld of afgemaakt worden" — during the quarantine period animals found to be diseased may be treated or destroyed, at the judgement of the Veterinary Inspection's control officers together with the Head of the Veterinary Inspection. "De vastgestelde periode kan verlengd worden" — the fixed period may be extended, and the Head ultimately decides when and under what conditions the animals may leave. No number of days is published anywhere in the procedure, so the duration is unrecorded here. An alternative route exists: with a "fiat transport document", collected from the Head of the Veterinary Inspection on production of the permit and the required health certificates, the animals may leave the port without prior inspection and go to a pre-agreed location where further control takes place for a period and under guidelines set by the Head. That is a change of place, not a release. The whole passage is written for consignments of animals; whether an accompanied pet is handled the same way is not stated.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]

Advance notice
3 days (72 hours. The notification clause is written against "de aankomst van de dieren of producten in Suriname" — the arrival of the animals or products in Suriname — rather than against their import, and the inspection it triggers is the one the document then applies to invoer and doorvoer alike. Recorded as 3 days because this file counts in days; the source says 72 hours.)confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
Note
DOORVOER IS TRANSIT, AND THIS PROCEDURE COVERS IT BY ITS OWN TITLE: "Procedure voor de import en doorvoer van dieren, producten van dierlijke oorsprong, diergeneesmiddelen en diervoeder." For live animals the operative sentence is "controle van de documenten en inspectie van de dieren op de lucht- of zeehaven, door of vanwege het Hoofd van de Veterinaire Inspectie ... zowel bij invoer, als bij doorvoer" — document control and inspection of the animals at the air or sea port, by or on behalf of the Head of the Veterinary Inspection, ON IMPORT AS ON TRANSIT. An animal in doorvoer is thus inside the regime and is inspected; it is not outside it. Together with the 72-hour notice, which is written against arrival in Suriname rather than against import, that is EVERYTHING the source establishes for a transiting animal. It does not say which substantive conditions a transiting animal must meet, whether the veterinary import permit is required for doorvoer of animals as it is for their invoer, whether the animal may remain aboard, whether the quarantine routing applies, or what happens to an animal that stays on a vessel calling at Paramaribo without being landed. The one paragraph in the document that does describe a full transit procedure — holding the veterinary import permit, notifying 72 hours ahead, and collecting a "fiat transport document" from the Keuringsdienst, with a veterinary inspection only if the Dienst Douane opens the container at the port of departure from Suriname — is about products of animal origin in doorvoer. It is not restated for animals and must not be read across to them. Two supported statements are not a transit regime.

Open questions

High priority

  1. HIGH PRIORITY, AND NOT A SURINAMESE RULE — the Suriname exception does not cover every island a boat might head for next. Curaçao, the BES islands (Bonaire, Sint Eustatius, Saba) and Sint Maarten each name Suriname as the exception to their prohibition on dogs and cats from mainland South and Central America. ARUBA DOES NOT: its Customs list prohibits import from South and Central America, Haiti, the Dominican Republic and Cuba with no Suriname carve-out on either Aruban source. So Suriname to Curaçao or Bonaire may be open while Suriname to Aruba is not. Confirm the specific island rather than treating the ABCs as one rule.
  2. HIGH PRIORITY — the Ministry's procedure contains no dog- or cat-specific condition whatsoever. No rabies rule, no microchip, no titer, no parasite treatment, no minimum age, no quarantine period in days. Every such figure recorded on this page is graded secondary and comes from PetTravel, not from LVV. The substantive conditions are presumably attached to the aanvraagformulier, the application form the procedure repeatedly refers to but which is not published at either URL cited here. Obtain that form from the Secretariat of the Onderdirectoraat Veeteelt and re-verify this whole page against it.
  3. HIGH PRIORITY — PetTravel states "Personal pets imported to Suriname with their owners will not require an import permit", and that a permit is needed only for unaccompanied or air-cargo animals. LVV's procedure states no such exemption; it requires the veterinary import permit for the import of animals without qualification. This file follows LVV, because absence of a carve-out is not a carve-out and because the stated penalty is seizure and destruction. Confirm directly with the Veterinaire Inspectie before travelling on the assumption that an accompanied pet is exempt.

Also open

  1. NOT A SURINAMESE RULE — for the jurisdictions that DO grant the exception, it is undefined whether an animal that has merely BEEN in Suriname counts as coming from Suriname, or whether the exception follows the animal's true origin. Nothing in Suriname's own procedure addresses it and nothing here is cited for it; the question belongs to the receiving islands and is documented against their rules in data/authorities/nl-caribbean-bes.yaml, data/jurisdictions/curacao.yaml and data/jurisdictions/sint-maarten.yaml. If the plan is Suriname then onward, settle it with the receiving island before sailing.
  2. Quarantine is recorded as required because the procedure routes imported live animals to a quarantine location agreed in advance, with the Head of the Veterinary Inspection deciding when and on what conditions they may leave. PetTravel says the opposite — that quarantine will not be imposed if the requirements are met. No duration is published in the procedure, no facility is named, and the whole passage reads as though written for consignments of livestock rather than a cruiser's dog. Establish, in writing, what quarantine an accompanied pet actually faces and where.
  3. The euthanasia claim needs care. PetTravel states "Pets not meeting import regulations will be quarantined, returned to the origin country or euthanized"; that sentence is a commercial site's and appears in neither official source, so it is recorded as secondary and unverified. What LVV itself states is that animals brought in without the assessment and permit may be seized and destroyed, and that animals found diseased during quarantine may be treated or destroyed. The two are close in effect but are different statements from different bodies and must not be attributed to each other. Verify what actually happens to a non-compliant pet.
  4. Arrival by sea is contemplated but not explained. The procedure expressly places document control and inspection of live animals "op de lucht- of zeehaven" — at the air or sea port — but everything around it describes containers, customs seals and depots. No marina or port of entry is named, nothing describes how an animal aboard a private yacht at Paramaribo, Domburg or Nieuw Nickerie is presented for the keuring, and there is no after-hours provision. PetTravel asserts pets must enter via Johan Adolf Pengel International Airport, which conflicts with the Ministry's own mention of the zeehaven. Resolve this with the Veterinaire Inspectie.
  5. Transit is addressed for animals only as far as inspection: documents controlled and the animal inspected at the air or sea port, on import as on transit, plus the 72-hour notice written against arrival in Suriname. Whether a transiting animal needs the veterinary import permit, may stay aboard, or is subject to the quarantine routing is not stated. The one complete transit procedure in the document — permit, 72 hours' notice, a "fiat transport document" from the Keuringsdienst, inspection only if Douane opens the container on the way out — is written for products of animal origin and must not be read across to live animals. Confirm what a yacht calling without landing the animal is expected to do.
  6. Currency. The Veterinary Services statement asserts the import conditions have been unchanged since 3 November 2016 and links this same document; the PDF itself carries no date, and its URL path dates only its upload (2022/03). Confirm the procedure is still the operative one.
  7. A citation discrepancy between the two official sources. The procedure cites the "Wet Bestrijding Dierziekten G. B. 1945 no. 23"; the Veterinary Services statement cites the "Wet bestrijding dierziekten (GB 1954 no. 23)". One of the two years is wrong. The underlying law, and any subsidiary regulation under it setting species conditions, has not been read for this entry.
  8. No fee amount is published — neither for the permit application nor for the keurloon that falls due after inspection. Budget for an unknown inspection fee, and note that an unpaid one blocks the next application.
  9. No requirement is recorded for parasite treatment because LVV states none — but do not read that as permission to skip it. PetTravel states these treatments "are required very shortly prior to import", which is a requirement in its wording, not a recommendation; it is unofficial, and its "very shortly" carries no interval anyone could comply with precisely, which is why no figure is recorded here. Treat parasite treatment as probably expected and undocumented rather than as not required, and confirm the interval with LVV or from the application form before you sail.

Working days, not calendar days: 15 working days is about three weeks. The outcome may be approval (the form is stamped and signed by or on behalf of the Head of the Veterinary Inspection), rejection with reasons stated on the form, or deferral pending more information. Rabies

Vaccination
Requiredconfidence: Secondary. From a non-government source; treat as a lead, not gospel.[3]
Min. before travel
21 days (PetTravel: "All cats and dogs must be vaccinated for rabies between 21 days and 12 months prior to entering Suriname." The Ministry's import and transit procedure states no rabies requirement of any kind, so neither the 21-day floor nor the 12-month ceiling can be attributed to LVV. Treat as unverified and confirm with the Veterinaire Inspectie.)confidence: Secondary. From a non-government source; treat as a lead, not gospel.[3]

Rabies titer test

A blood test that measures rabies antibodies, to show the vaccination actually took. The sample has to be drawn a set time after the jab, and some places then make you wait months more before the animal may land — so this is the requirement most worth checking before you plan a route, not after.

Veterinary health certificate

Certificate
Requiredconfidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
Completed within
7 days (PetTravel states a licensed veterinarian in the country of origin must complete the health certificate within 7 days of entry. LVV states no timing at all — it refers only to "de vereiste gezondheidscertificaten", the required health certificates, without saying what they must contain or how recent they must be. Secondary, unverified.)confidence: Secondary. From a non-government source; treat as a lead, not gospel.[31]
Gov. endorsement
Requiredconfidence: Secondary. From a non-government source; treat as a lead, not gospel.[3]
What the certificate must say

LVV does not publish certificate wording. What the procedure says is that the animals may leave the port accompanied by a "fiat transport document", which "wordt bij het Hoofd van de Veterinaire Inspectie afgehaald, onder vertoon van de vergunning en de vereiste gezondheidscertificaten" — is collected from the Head of the Veterinary Inspection on production of the permit and the required health certificates. The certificates are therefore presupposed by the procedure rather than specified in it.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]

Identification

Microchip
Not requiredconfidence: Secondary. From a non-government source; treat as a lead, not gospel.[3]

No identification requirement appears in either official source. PetTravel is explicit that a microchip is NOT required for Suriname, only recommended — a 15-digit chip compliant with ISO 11784 or Annex A of ISO 11785, with the importer supplying a reader if the chip is non-compliant. Since a chip is what ties an animal to its paperwork everywhere else on a Caribbean route, and since the onward ABC and BES islands care intensely about where an animal came from, carry one regardless of whether Suriname asks for it.[123]

Note
READ THE WITHDRAWAL CLAUSE NARROWLY. It is written "in het land van oorsprong en/of verzending van de in te voeren PRODUCTEN" — of the PRODUCTS to be imported — so whether it reaches a permit for a live animal is an inference rather than something the text states. The disease-situation warning it sits beside is general and carries no such qualifier. On the commercial site's sentence: the Ministry's own language is not far from it in effect — seizure and destruction without a permit, and treatment or destruction on disease during quarantine, which is graded at `quarantine.conditional` and not repeated here — but the two must not be conflated or attributed to each other.
Dogs
  • ARRIVING WITHOUT A PERMIT RISKS THE ANIMAL. "Dieren en producten van dierlijke oorsprong die zonder deze beoordeling en veterinaire vergunning Suriname binnengehaald worden, kunnen door de Veterinaire Inspectie in beslag genomen en vernietigd worden, waarbij het land Suriname alle aansprakelijkheid ... uitdrukkelijk uitsluit." Animals and products of animal origin brought into Suriname without that assessment and veterinary permit may be seized and destroyed by the Veterinary Inspection, and Suriname expressly disclaims all liability for any resulting loss.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
  • DO NOT SAIL ON A PENDING APPLICATION. "Het is dus zeer belangrijk de goedkeuring op de aanvraag af te wachten, alvorens over te gaan tot het importeren" — it is therefore very important to wait for the approval of the application before proceeding to import.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
  • A PERMIT ALREADY GRANTED CAN BE WITHDRAWN. If a contagious animal disease or zoonosis occurs in the country of origin and/or dispatch while the permit is running, it "zal ... onverwijld worden ingetrokken" — will be withdrawn without delay, under the Wet Bestrijding Dierziekten, again with all liability for resulting loss expressly disclaimed.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
  • AN APPROVAL IS NOT A PRECEDENT. The veterinary/sanitary assessment depends on the animal-disease situation in the countries of origin and dispatch, "deze situatie is veranderlijk" — this situation is changeable — and "importeurs moeten er dus op voorbereid zijn dat een aanvraag die op één moment goedgekeurd is, op een ander moment afgekeurd zou kunnen worden": importers must be prepared that an application approved at one moment could be refused at another. Every application is treated as unique.confidence: Inferred. Backed by an official source but not yet certified by a human reviewer.[1]
  • SECONDARY, NOT OFFICIAL — AND CONSEQUENTIAL. A commercial pet-travel site states that "Pets not meeting import regulations will be quarantined, returned to the origin country or euthanized. All costs are the responsibility of the importer." That sentence appears in neither official source and is recorded here only because it is too consequential to drop silently. Treat it as unverified.confidence: Secondary. From a non-government source; treat as a lead, not gospel.[3]

Legal basis for the import procedure, per the Veterinary Services statement: "de importprocedure van dieren, vlees en overige dierlijke producten haar wettelijke basis kent zoals omschreven in de Wet bestrijding dierziekten (GB 1954 no. 23) en de Wet Inspectie vlees en overige dierlijke producten (SB 2017 no. 17)". Note that the procedure document itself cites the first statute as "G. B. 1945 no. 23"; the two official sources disagree on the year and this file does not resolve it.[21]
